That would happen with my 40d. just activate the flash popup and when it starts to click to come up, smack the side of the camera with your palm exactly when it clicks. sounds rediculous but its always worked for me..

The built in flash will (or should) pop up automatically if you are in the basic zones and the camera detects a slow shutter speed. If you are on a creative zone you need to manually push the button on the front of the camera it's a little button with a lightning bolt beside it. The flash will pop up take a few seconds to charge and you are on your way to flash photography. Two other things the internal flash will not pop up if you have another flash or accessory mounted in the camera hot shoe. When the flash is ready you should see in the viewfinder a green lightning bolt that telly you the flash is charged and ready for use.
