Typically this is caused when the spring either breaks, or more likely, slips off the connector.
\015\012You can gently grab the flash between your thumb and index finger with one hand and gently lift it as you press the pop-up flash button. It may take a couple times to get it up. If this works and it will not stay up, then it is the spring, otherwise it is the latch that is not being activated. Either way, these are not user servicable parts. Both of these are easy fixes with inexpensive parts, so do not hesitate to take it or send it to an authorized Canon service center.
