With the Canon XSi, the flash should automatically pop up in FULL AUTO mode when it thinks it needs to. In modes like Manual Mode, you need to pop it up yourself. There is a button on the front next to the lens that looks like a lightning bolt, that's the flash activator. Try popping your camera into Manual Mode and press that button. If it doesn't work then there might be a problem with the mechanism and needs repairs.
