Having problems with your Olympus FE-210 Digital Camera ?

Power My Olympus FE-210 digital camera will not turn on, I tried using brand new batteries but it will not power up. I noticed today as I tried again that there is a blue substance on and around the battery terminal, both on the top and bottom. Could that be the problem and if so how do I safely remove it?
