Can I adjust the shutter speed on my Panasonic Lumix DMC-TZ5 so I can take pictures of waterfalls with the water blurry and the background in focus? Can I adjust the depth of field so my subject is in focus and the background is blurry?

You're asking a lot of a point-and -shoot camera. For the waterfall, set your ISO for the lowest setting and put your camera on a tripod. Shoot when the day is cloudy. For a shallow depth of field, the best you can do is use the zoom at maximum and stand farther back. \012Sounds to me like you're ready to step up to a DSLR camera!
Yes you can! With a little experimentation in the Menu, you can change the metering between spot, full frame or Combined. Enable "Burst Mode" in the Intelligent Auto mode and then switch to "Night Portrait" or "Night Scenery Mode". Now, zoom the camera to at least 3x in brighter light and compose your shot (back up if you have to). Find something to either rest the camera against or set it on a table if you don't have a tripod. Use the self timer and set to 2 second delay. Push for half focus and then all the way and either breathe out slowly if holding it, or take hand away if resting the camera on something (I still use the wrist strap though) The camera will take 3 pictures two seconds apart with nice soft water splashes. You don't have to use the self timer if holding, but you really need to rest the camera against something solid like a railing or lamp post and use Burst mode to get that good picture. Try this with the 3 different metering modes for slightly different exposures and have fun!

I tried to take a shot of the Vanderbilt baseball stadium, and it came out a little soft and out of focus.
