The error code you are getting has to do with the tension on the tape reels in your camera. Sony did put out a repair bulletin about this error some time ago , concluding that grease from another part was jamming the tape reels and that they should be replaced when the camera is being serviced. For the consumer , this does not help of coarse.

There are basically two methods to fix this error yourself.

Method one is removing the tape and battery after opening the DV tape deck. Then , with a toothpick or by hand physically move all the turning wheels visible inside the deck one revolution to move that grease around and get things moving.

The other method is also removing the tape and battery , and then shaking your camera for 2min. Then , trying again. If it still won't go , your supposed to hit the bottom about where the tripod mounting hole is. I cannot recommend this if your planning on repairing the camera as you may break something else , but I know that about 75% of the time , this method would work , so do it at own risk.

Other than that , you will have to get it serviced by Sony which would be about $70.

Flash I have tried all the flash setting, but when I take a pic in the dark the flash does not go off. On screen the AF Shows up and at the upper right corner of the camera the flash lamp indicates that a flash is about to be taken, but the flash does not go off.
